Job Overview
Job holder is a senior strategic information public health specialist and key public health technical advisor. Job holder's responsibilities include day-today program and administrative management, coordination, and technical support. This position works in collaboration with other USG agencies to build local public health capacity and ensure project implementation addresses program strategic objectives and internationally recognized public health standards and best practices. Job holder represents DRC PEPFAR on HIV/AIDS and related public health issues at technical, strategic, and policy meetings. Position is supervised by the DRC PEPFAR Coordinator.
Major Duties and Responsibilities
1. Program Management
Job holder is a Senior Strategic Information Advisor, a key public health technical advisor to the PEPFAR DRC Program, to all USG HIV-AIDS activities in DRC, the Ministry of Health of the DRC, and other USG funded partners in DRC implementing programmatic activities to fight against HIV-AIDS. Job holder will work with US agencies and USG funded partners, including MOH/DRC to coordinate the design, implementation and strengthening of strategic information systems and health surveys related to HIV/AIDS. At a technical level, the incumbent will ensure appropriate, high quality implementation of these systems and surveys. The incumbent works with USG partners at both implementer and national levels to quantify progress towards targets set for PEPFAR strategic information programs in the Country Operational Plan (COP). Jobholder represents the agency on strategic information issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. In coordination with the DRC PEPFAR Coordinator, provides management and oversight of strategic
information program activities. This includes activities related to Monitoring and Evaluation and Surveillance. Provides leadership in the design, preparation and implementation of PEPFAR DRC supported data collection systems including periodic disease surveillance, sentinel post
surveillance, epidemic investigations, behavioral surveillance and intervention reporting systems related to HIV/AIDS, STIs, TB, malaria and otherdiseases and serves as Strategic Information Liaison for the DRC PEPFAR Team. Assess how best to collect, treat and analyze surveillance and M& E data to support the USG PEPFAR Team, Ministry of Health and partners when allocating limited financial, materials and human resources to relevant health programs. Provide in-depth analysis of epidemiological and program data sets for PEPFAR DRC and collaborating partners. Assist PEPFAR DRC strategic information staff and provide program leadership, management and oversight for all PEPFAR DRC monitoring and evaluation activities to assure high quality and timely data for program decision-making, program reporting and evaluation. Ensures data sets include key and relevant program quality indicators as well as enable to Ministry of Health to respond to Global Indicators needed by donor and international partners. Identify new potential DRC PEPFAR interventions in conjunction with partners, design research activities and project interventions and coordinate targeted efforts. Serve as program manager in coordination with project officer for cooperative agreements funding public health program activities. Provide in-depth analysis of epidemiological and program data sets for PEPFAR DRC and collaborating partners.
Assist technically the PEPFAR DRC M&E and Surveillance officers in the management of activities to assure high quality and timely data for program decision-making, program reporting and evaluation. This includes the implementation of activities related to 1) Sites Improvement through Monitoring System (SIMS); 2) Quality Improvement (QI); 3) Electronic Reporting System; 4) organization of Programmatic Data and 5) Manage Data for Partner Monitoring (DFPM); and 6) Strategic information activities. Identify new potential PEPFAR DRC interventions in
conjunction with partners, design research activities and project interventions and coordinate targeted efforts. Job holder serves as the PEPFAR authority and primary point of contact for information related to design, partners, timelines, funding, and results of surveys, and works with the Strategic Information (SI) team to develop plans for new surveys to meet the strategic information needs of the DRC and PEPFAR DRC Job holder recommends to PEPFAR Coordinator and agency leadership shifts in program operations and other actions designed to improve accuracy of data. Job holder's advisory role also includes ongoing support for capacity building within the DRC MOH and other partners to improve existing
data collection and analysis, interpretation and integration of data describing the HIV epidemic into the national response. Job holder closely tracks health surveys of interest that are conducted by other public health entities. The incumbent works closely with US agency staff across other
HIV/AIDS technical program areas to make sure that data generated by USG-supported surveys and by the MOH strategic information systems provides targeted information that can be used to support program planning, policy development, advocacy, and impact evaluation.
2. Technical Support
Collaborate with partners including the PNLS, CNTS, PNTB, KSPH, WHO in evaluating and improving existing surveillance, monitoring and evaluation systems to assure the collection of high quality data, data entry, and appropriate, scientific data analysis. Assist partners, government representatives, donors, multilateral organizations as well as relevant professionals in data interpretations. Provide partners with information regarding the overall situation of HIV/AIDS, TB, STI, malaria and related diseases.
The Strategic Information (SI) Advisor is a key member of the Site Improvement through Monitoring System (SIMS) technical working group
(TWG). A thorough understanding of all Site Improvement through Monitoring System (SIMS) tools and regulations is required. The incumbent is expected to play the role of Subject Matter Expert (SME) in this capacity. The incumbent will provide specific technical support to the PEPFAR implementing agencies SIMS point of Contacts (POC) through the SIMS TWG to help with preparation of DRC Site Improvement through Monitoring System (SIMS) site visits.
The incumbent will evaluate the strengths & weaknesses of the application of the SIMS in order to strengthen and develop better strategic application of the tool in order to assist our implementing partners and to optimize their service delivery. Data acquired through such visits will instruct of areas where improvements are required.
SI Advisor will participate in quarterly agency Site Improvement through Monitoring System (SIMS) site visits in order to support, assess each agency's application of the SIMS in the field and be able to have country quality services overview. Interpret PEPFAR guidance, conduct presentations, understand indicators. Able to use English documentation to train local staff and partners, etc.
3. Communications
Ensure regular and timely written reports and oral presentations of current epidemiological and public health program evaluation including updates on the objectives, strategies and accomplishments of PEPFAR DRC and USG public health program initiatives for conferences, interested groups, partners and others.
Knowledge
The job holder must have a detailed and broad knowledge of the host country public health operational environment, including a detailed knowledge of the structure and operations of the Ministry of Health, and other host government ministries and offices, the environment for health care delivery at the national,
Pre-hire Skills and Abilities
Basic computer literary and word processing skills required. Proven record of presentations and publication of articles. Ability to identify role and function in a teamwork environment.
Education
Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, public health policy, epidemiology, or biostatistics is required.
Work Experience
Demonstrated experience in disease surveillance, data management, data interpretation. 5 years’ experience in the development, implementation, and evaluation of public health programs.
Language Proficiency
